Brad Phillips, Ed.D. is the Executive Director Elect (beginning July 1, 2021) of the Maryland Association of Community Colleges. Dr. Phillips is a passionate advocate for higher education and programs that support access, equity, and inclusion. As an appointee of Maryland's Governor, Dr. Phillips also serves as a Commissioner for the Education Commission of the States, a national higher education policymaking body that shares best practices among all 50 states and U.S. territories. Higher education leader and innovator with 20 years of experience working with higher education institutions in developing policy, building coalitions, and implementing strategic initiatives for funding and postsecondary education. Skilled in educational policy matters and all levels of government. Dr. Phillips is enthusiastic about new opportunities to advocate for underserved students through public policy. He earned a Doctorate in Higher Education Management from the University of Pennsylvania, a Masters in Liberal Studies from Georgetown University, and a Bachelor of the Arts from Southern Adventist University.

An exceptional leader is defined both by the accomplishments of their organization and their personal characteristics that contribute directly to that success.
